According to the Ministry of Finance of Ukraine, in 2019 the total cost of day schools to 94 billion UAH, or 23.108 UAH on average per student.
Now residents of 23 communities can find out about the amount of money allocated to each school and get visualized detailed information about the areas of expenditure. For example, find out the amount of salary expenses for school employees, expenses for utilities and energy, food, purchase of computer equipment, etc.
At the first stage, interactive budgets were created for 141 schools from 23 OTGs, which together cover 14 regions of Ukraine.
CASE Ukraine, in addition to individual school budgets, has launched an online platform through which parents can compare their school’s performance – number of students, number of teachers, total costs, costs per student – with any other OTG institutions, the region and Ukraine as a whole. For example, with the help of the tool you can find out that in the Koblevsky institution of general secondary education (Koblevskaya OTG, Nikolaev region) 30 teachers teach 334 children, for which they have funding this year in the amount of 11 million UAH or 31.5 thousand. UAH per student. And in the Capitol lyceum of the Oskol OTG (Kharkiv region) only 23 teachers teach 145 students, which costs 10.6 million UAH of taxpayers, or 72.9 thousand. UAH per student.
Users of the school’s interactive budget can also ask questions, have discussions and make suggestions on the distribution of buy a comparison and contrast essay now funds for school development directly on the website.
According to the developers, residents of any OTG can apply for free creation of interactive school budgets on the website of the online platform.

The government has submitted a draft budget for 2021 to parliament. The budget process is very far from the end, so it will be possible to comment only on what we have at the start.
The increase in the minimum wage has entailed an additional 4.5 billion consumption expenditures for higher education institutions, the project provides almost 22 billion UAH.
These funds should be distributed among higher education institutions according to a transparent formula based on indicators of their educational, scientific and international activities, as required by the Budget Code and government decree.
The mentioned resolution requires that from 2021 all institutions, including KNU. Shevchenko, were funded by the formula. In the draft budget, funding for KNU is included in the general line.
Similarly, according to the formula from this year, funds should be distributed among higher education institutions in the field of management of the Ministry of Health, the Ministry of Internal Affairs, the Ministry of Culture.
From 2021, our team planned to add a graduate employment rate to the formula. To this end, all steps have been taken from A to Z to develop this electronic system for monitoring the employment of graduates, its launch is scheduled for November 2021. I wonder if this indicator will be added to the formula? Or, to put it simply, will those universities whose graduates are in greater demand from employers receive more taxpayers’ money?
Has the Ministry of Education and Science submitted legislative changes to open budget funding for private higher education institutions? Rhetorical question. Although it was in the government’s action plan, it is also a pre-election promise of the authorities.
Will the current leadership of the Ministry of Education and Science publish detailed results of the distribution of funds, as was done for the first time in history in January 2020? It is very unfortunate to state, but, for example, the distribution of the reserve in 2020 (1.6% of all funding), which was recently carried out by the Ministry of Education and Science, was completely private. And this is a litmus test.
Also in the draft budget there is a line of the fund of development of institutions of higher education and institutions of professional higher education in the amount of UAH 1 billion. These are capital expenditures for repairs and construction.
A similar fund, but smaller and only for higher education, was in 2020 before sequestration. Then, for the future distribution of these funds, we set numerical criteria that are very easy for everyone to check. The main question: how will these funds be distributed in 2021? Will the institutions that provide the best education receive them? Will taxpayers receive funds from those who actively support the current so-called Minister? This can be checked very easily.

Today, the Alexandria School of Culture is one of the centers of national culture and spirituality of the Kirovograd region
Many of the graduates of the Alexandria School of Culture have become masters of the arts, bright personalities whose creative achievements are known far beyond the region and the country. Numerous titles of winners of various all-Ukrainian competitions and festivals marked the professional achievements of more than one generation of students. The school strengthens and develops its educational material base, introduces new technologies into the educational process.
The pride and invaluable treasure of the educational institution are its teachers – talented, highly professional specialists, generous and rich in soul, who work tirelessly to create favorable conditions for students to realize their creative abilities.
Culture makes a person a person, an invisible force it forms a national community, makes us unique, unlike others. Today in Ukraine, culture is one of the decisive factors in national revival, strengthening statehood and uniting society around common values and ideals.
The formation of a professional, but also a citizen, a patriot, preparation for activity in market conditions, for life in civil society – this is what is important today in the formation of a specialist. Educating the national elite with high cultural and spiritual standards is a priority strategy.
The educational institution was established in 1931 in pursuance of the Resolution of the Sovnarkom of the USSR No. 633 of 11.08. 1930 as the Kryvyi Rih Technical School of Communist Education in the village of Gdantsevka. In 1932, this institution was moved to the city of Alexandria. The technical school had two departments: organizational and mass and library.
The organizational and mass department trained workers of cultural and political work in production, namely: “heads of clubs, red corners, organizers of cult political work at large enterprises, workers of mass work in agriculture.” Library – “librarians of the grassroots mass library network”.
During the Nazi occupation of the city, the technical school did not work. Resumed its activities on June 1, 1944.
In 1946, the school was renamed the “College of Cultural and Educational Work.” In 1948, the training of specialists in distance learning began.
Until 1960, the college trained cultural workers in two departments: club and library. According to the Resolution of the Board of the Ministry of Culture of the USSR from 14.03. In 1961 the technical school was renamed the Alexandria Cultural and Educational School.
The club branch has introduced specializations for the training of leaders of amateur orchestras of folk and wind instruments, choral and theatrical groups. In 1964, the training of leaders of amateur dance groups began.
In the 1960s, a clear network of secondary special educational institutions of culture was established in Ukraine to provide qualified specialists of state, collective farm and trade union institutions in a certain area. A worthy place in this system was taken by the Alexandria Cultural and Educational School, which became a creative laboratory for training employees for cultural institutions in the Kirovograd region.
By order of the Ministry of Culture of the USSR from 02.11. 1990 № 342 The Alexandria Cultural and Educational School is renamed the Alexandria School of Culture, which is its successor.
The new version of the Charter, drawn up in pursuance of the Law of Ukraine “On Higher Education” defines the name of the school – municipal higher education institution “Alexandria School of Culture” (Certificate of State Register of Legal Entities, AOO Series, No. 237487).
The School is owned by territorial communities of villages, settlements and cities of the region, and is managed by the Kirovohrad Regional State Administration and its structural subdivisions, exercising the powers provided by the legislation of Ukraine and regulations of the Ministry of Culture and Arts of Ukraine and the Ministry of Education and Science of Ukraine.
